Consultative Workshop on Manipur State Action Plan on Climate Change

A two day Manipur State level consultative workshop on Manipur State Action Plan on Climate Change was organized from 24-25 July 2011 at Hotel Nirmala, Imphal, jointly organized by the Centre for Social Development and the North East Dialogue Forum.
 
The consultation began with an opening remark from Mr. U. Nobokishore, Convenor, North East Dialogue Forum highlighting the key objectives and expectations from the two day consultative workshop on Manipur State Action Plan on Climate Change. The first session was moderated by Mr. Soumya Dutta.
 
SOUMYA DUTTA provided an initial opening remark explaining the background and context of the India’s National Plan on Climate Change. He said the formulation process of India’s National Action Plan on Climate Change (NAPCC) represents a very undemocratic process. The government has extremely limited process of consultation and efforts to involve the community in preparing the plan. He said the NAPCC does not focus the climate change impact on coastal area and communities living along the coastal areas are not taken into consideration in the plan. He stressed that because of these reasons, the formulation of State action plans on climate change need be more participatory. Consultation process concerning the Manipur SAPCC, however limited it is, represents a good beginning and such processes is lacking in other region.
