State Consultation on Plugging the Development Deficits of Dalits in Bihar

Shri Shushil Modi addressing the consultation said that budgetary allocation is one of the important aspects of the economic empowerment of the most marginalized section of society. There is an urgent need of legislation to check the Non- utilization and diversion of fund allotted to the welfare of scheduled caste. Budget allocated according to the population of dalits should be made non-lapsable and non- divertible. Andhra Pradesh government had brought legislation on SC and ST Sub Plan for making mandatory fund allocation in the budget and its utilization on the basis of population ratio of Scheduled Castes and Scheduled Tribes. He, however, said that Andhra legislation is not full proof. He refuted the idea of reservation on the economic ground and reiterated the constitutional Consultation on Plugging the Development Deficits for Dalits in Bihar.

He urged Bihar government to follow the suit of Andhra Pradesh to prevent the diversion of Scheduled caste. Considering the limited number of jobs government as well as private, he called to create conducive environment for entrepreneurship among dalits.
