STATE WORKSHOP ON RTI: SUCCESS AND CHALLENGES PDF Print E-mail

A one day state level workshop on Right to Information: Success and Challenges was organized on 5th December’08 at Academy of Administration in Raipur, Chhattisgarh.
                                                         

 

 
The highlights of the workshop were:-

Mr.Chanderhas Behar, (Director, Academy of Administration)

The workshop was inaugurated by Mr. Chanderhas Behar, Director, Academy of Administration . He laid emphasis on the use of RTI by common men in the state. He said that  people especially in rural areas still do not have access to information they seek from the government departments. Talking about the Academy Mr. Behar said that the academy is working towards providing training to official about the Act and have also assisted the state govMr. Prateek Prakash, (Director, CGCI)-Speaking on status of RTI in India Mr. Prateek Prakash spoke about the nature of problems related to Right to Information Act. In Chhattisgarh, information is available only at the district level. Gram Panchayat and block level governments offices are yet to use section ernment in formulating a draft guideline for proper implementation of RTI in the state.

Speaking on status of RTI in India Mr. Prateek Prakash spoke about the nature of problems related to Right to Information Act. In Chhattisgarh, information is available only at the district level. Gram Panchayat and block level governments offices are yet to use section 4 (1) b properly. There is also lack of awareness among officials about RTI, Which indicates that the RTI is being implemented without proper training of officials.

In Uttarakhand the State Information Commission had taken a new initiative of verifying all information of government departments which are for public disclosure, so that all important information can be displaced to people and their should be no information which is confusing . 

Mr. Samir Garg (Advisor to the Supreme Court on Right to Food)

Mr.Samir Garg, spoke on the utility of RTI on Right to Food. Talking of the status of Right to Food in Chhattisgarh, he said that large population especially the tribal people are still devoid of nutritious diet and condition of malnutrition is prevailing in the state. The number of child deaths due to malnutrition is occurring but yet it has not been brought into light by  the state government’s media nor from the civil society organizations.

Talking about proactive disclosure in Chhattisgarh Mr. Samir said that the Department of Civil Supplies has done a good job by presenting all the datas of supply food grains to PDS shops on the department website. A complaint registration facility is also available on the website, almost 2000 cases have been registered till date, which shows the effectiveness of the facility provided by the department.

Mr.A.K.Vijayvargia, (Chief Information Commissioner)

In the afternoon session, Mr.A.K.Vijayvargia, Chief Information Commissioner, Chhattisgarh, participated in the workshop. A useful interaction took place between the chief commissioner and the participants. Mr. Vijayvargia assured  full support of the commission to the participants in order to strengthen the RTI Act in the state.
 
Strategic Planning

In the workshop all the  participants discussed the future strategy of RTI.

Some suggestions which were widely accepted by the people:

  • Providing training to all youth college going population in the state.
  • Organizing Jan Sunwayi in the state, so that different parts of the state can be covered.
  • Filing a writ petition in the high court against the fee charged by the departments in providing information.
  • Regular meeting of all people in the city once in three months, so as to discuss and share the experiences.
  • Starting a helpline which will provide information to people.
  • Practice of filing joint application in the department, where the information asked is of same nature, so that it can lead to better follow up of the appeal.
