Priorities and Possibilities of Investment for Accelerated and Stabilizing Agriculture in Bihar

The Consultation was organized as a collective effort of a number of organizations including CECOEDECON, BCPH, Pairvi in joint collaboration with ICCO Cooperation, National Centre for Agricultural and Policy research, and ICAR RCER. Support to the consultation was also extended by IFPRI, India. The objective of the consultation was to analyze the trends of agricultural investment in the state and provide direction which can enhance and stabilize agriculture growth in the state.
State Consultation: Climate Crisis and Agriculture; Preparedness, Mitigation and Adaptation Strategies
One day state consultation was held in Pantnagar. This consultation was a part of the ongoing process and series of initiatives – focussing on climate crisis and justice, especially on agriculture and food security. निदान फाउंडेशन ने पैरवी और गाँधी शांति प्रतिष्ठान के सहयोग से 30 जुलाई 2011 को 'खाद्य सुरक्षा: सरकार, समाज और मीडिया' पर राष्ट्रीय विमर्श का आयोजन किया. सर्व सेवा संघ की अध्यक्ष और प्रख्यात गाँधीवादी नेता माननीया राधा भट्ट ने राष्ट्रीय विमर्श का उद्घाटन करते हुए कहा की अन्न के उत्पादन के साधनों से लेकर वितरण तक की सारी प्रक्रियाओं को विकेन्द्रित करें. उन्हें सरकारों के हाथों में नहीं, जन समाज व जन समुदाय के हाथों से संचालित होने दें. उत्पादन के साधनों पर इन समुदायों की प्राथमिकता, प्रबंधन व उपयोग करने का अधिकार सुनिश्चित करें. वह अपनी गरीबी स्वयं मिटा सकता है. वह अपने अन्न भंडार संचालित कर सकता है. वह अपने सक्षम बाज़ार खड़े कर सकता है. केवल सरकारें यह भ्रम मिटाएँ कि देश का जीडीपी बढ़ने से गरीबी या भुखमरी मिटेगी.
State Consultation on Challenges to Food Security, Bhopal

The National Consultation was organized on July 10, 2010 at Bhopal, with an objective of bringing the pertinent players- Ministers, CSOs and association of farmers and to have a brainstorming on the serious issue of Food Security. It is the need of the hour to come up with pro poor and pro farmer amendments that could be incorporated in the Food Security Bill, Seeds Bill and BRAI bill, which are to be presented in the parliament in the monsoon session. The representatives of different organizations working actively on the issue of food security critically examined the captioned bills and made important recommendations. The Consultation was an effort to take the opposition party into confidence as they can raise the voices and concerns of the poor aptly in the parliament. Also they can mount pressure on the UPA Government to mould the bill so that food security of the millions of people can be secured.

Issues of growing food insecurity amongst poor, constant rise in the number of malnourished children, and cases of hunger deaths—at the time when millions of tonnes of food grains are rotting in government godowns— have caught the attention of CSOs and the policy makers over a period of time. In this context, more than 50 key persons from across the country representing various farmer groups, women groups, civil society organizations, academicians, and policy makers came together at a National Consultation organized by Forum for Biotechnology & Food Security, New Delhi; CECOEDECON, Jaipur; and PAIRVI, New Delhi, at India International Centre, New Delhi on June 10, 2010 to discuss all the relevant issues in detail. The consultation made an effort to develop a new insight and innovative approach to address the issue of food insecurity in India.
State Consultation on Agriculture and Food Security
17th November 2009, Raipur, Chhattisgarh
The state is considered one of the best states in providing food security to the people through the Public Distribution System. However, of late, the agriculture in the state seems to be suffering due to climate change impacts and lack of policy initiatives. PAIRVI organized a state consultation on agriculture and food security in collaboration with Agro tech society, Ministry of agriculture Chhattisgarh, and Indira Gandhi Agriculture University Chhattisgarh. The consultation took a comprehensive view of the agriculture in the state in presence of the Honorable Governor of the state Mr. Shekhar Dutt and Minister of Agriculture, Mr. Chandrshekhar Sahu. The Minister said that in view of the fact that Chhattisgarh is primarily an agricultural state, it needs to be improved substantially to increase its contribution to the GDP and improve the conditions of farmers in the state. He also said that he will request the Chief Minister to grant a separate budget for agriculture (like railways) and also set up an agriculture cabinet, besides increasing outlay in agriculture. He also demanded a High Powered Committee on climate change in the state to look into the challenges that the state faces from climate change.
Public Hearing on Agriculture and Climate Change: Voices from the Rain-fed Regions

A public hearing on the ‘impact of climate change in rain-fed areas’ was organized on 4th November, 2009 by Oxfam and its allies at B.S. Mehta Bhavan, HCM- RIPA, Jaipur. The event hosted by CECOEDECON and Pairvi was attended by representatives from 11 states of the rain fed areas of the country.
State Consultation on Challenges in Agriculture and Food Security

A state level consultation with multiple stakeholders was organized on 23rd October 2009 at Patna in collaboration with Bihar Council for Scientific and Technical Education and was attended by more than 200 representatives from NGOs, academicians, civil servants, media and policy makers. Mr. Vyas, Principal Secretary, Disaster Management, Government of Bihar addressed the consultation and drew the attention of the participants towards ill impacts of climate change. Mr. C. P. Sinha, ex-member, Water Commission, shared his research on decrease in rainfall and increase in temperature in Darbhanga district in Bihar. Other speakers included Dr. Diwakar (Senior Scientist, India Rice Research Institute), Dr. Ajay Kumar (Prof. Rajendra Agricultural University, Pusa), Dr. B. K. Dutta (Director, Council for Scientific and Technical Education), Mr. Vijay Pratap Singh (Bihar Statistical Institute).
Multi Stakeholder Workshop on Agriculture and Food Security

The workshop organised in Jaipur, involved a number of stakeholders including media and UN agencies – UNICEF and UNFPA, experts, peasants and policy makers. The workshop brought out the grave situation of agriculture in the state in the face of droughts year after year and emphasized that non-farming opportunities should be made available to people and peasants to enhance their resilience top the food crisis. Rural Development Minister of State, Mr. Bharat Singh addressed the workshop and apprised participants of the recent efforts that government has made to encourage agriculture and rural development in state, and assured that state government will competently handle the situation with valuable inputs from workshop in particular and civil society in general
State Workshop on Agriculture and Water Policy in Jharkhand

A state workshop on agriculture policy (Ranchi) followed by a workshop on water policy (Dumka) was organized on 14th September at Ranchi, Jharkhand to discuss the draft of agriculture and water policy of the state. The workshops were organized in collaboration with a number of civil society organizations including Manthan Adhyayan Kendra, Maanvi, Lok Vikas Sansthan etc. The workshops came up with recommendations submitted to the Deputy Chief Minister Mr. Hemant Soren, Ministry of water and agriculture, Members of Parliament and Legislative Assembly.

Food Sovereignty and Sustainable Agriculture
Climate change poses insurmountable challenges to food and agriculture. PAIRVI works to promote food sovereignty which entails sustainable food production through natural and agro ecological approaches, fair price and dignity to the farmers, and fair trade policies. PAIRVI works with farmers to enhance their resilience and income and represents their concerns at sub regional/regional and global fora. It also looks into the interrelations of policies and programmes on energy, agriculture and water. PAIRVI also works to secure land tenure for farmers and women farmers and to resist land grabs and corporate control over agriculture and agricultural inputs.
