A welfare state governed by the Constitution ensuring welfare for its citizens cannot work without ensuring the Rule of Law which can be understood as equal treatment of all the citizens by the law of the land. For establishing the Rule of Law it is mandatory for a nation to make sure that all its citizens have equal and open access to justice.
