Nine community meetings were conducted on 25 May 2025, 15 June 2025, 17 June 2025, 27 June 2025, 30 June 2025, 26 July, 30 August, 13 September and 20 September at Aayarkotha, Darihat, Observation Home Sasaram, Jamuhar, Barawan Kala Rohtasgargh, Dhelha, Dehri and Bikramganj across the three blocks—Dehri, Akodhigola, and Tilouthu—engaging a total of 400 participants. These meetings served as vital spaces for community dialogue, awareness generation, and mobilization around the rights of CICLs and undertrial prisoners. Key messages included the availability of legal aid, the significance of CPCs, and the role of PLVs. These engagements also helped identify potential paralegal volunteers from within the communities and gather grassroots insights into systemic barriers. Through these interactions, trust has been built with community members, and the foundation has been laid for sustained legal literacy and rights-based action.
Direct Legal Support to CICL and under trial prisoners– During this reporting period, PAIRVI’s direct legal intervention led to bail being granted for 18 children in conflict with law and 16 undertrial prisoners as well as accused. Proactive efforts also helped to prevent the unnecessary arrest of 5 children. In addition, telephonic legal advice was provided to 110 individuals seeking justice, ensuring timely guidance and support to them.
Formation of PLV cadre- The first cadre of 30 trained Paralegal Volunteers was formed during this reporting period. These volunteers now serve as a bridge between the community and formal justice systems, identifying legal cases, supporting bail processes, and promoting awareness about child rights and legal entitlements. With continuous mentoring and support, these PLVs are emerging as vital stakeholders in ensuring access to justice at the grassroots level. Their presence is contributing to a localized and people-centric justice delivery model
Strengthening of panchayat level child protection committee in Rohtas, Bihar-The project period witnessed concerted efforts to revitalize the almost-defunct Child Protection Committees (CPCs) at the Panchayat level. Initial mapping revealed that CPCs either did not exist or were inactive in the majority of villages. Through community engagement, meetings with local stakeholders such as Panchayati Raj Institution (PRI) members, school teachers, and School Management Committees (SMCs), and sustained mobilization by trained PLVs, the project created awareness about the statutory role of CPCs in child protection. A breakthrough was achieved in Branwkala Panchayat under Dehri block of Rohtas district where the CPC was successfully reactivated and oriented on its responsibilities. The activation process is ongoing in other Panchayats with the objective of embedding a decentralized and accountable child protection mechanism
Linking CICL with social security schemes– Recognizing the intersection of legal and developmental rights, the project initiated a mapping of CICLs eligible for social security schemes. Efforts were made to coordinate with the Child Welfare Committee (CWC) to ensure social welfare of CICL granted bail as per Social Investigative Report (SIR) prepared by probation officer. Efforts were made to relevant government departments requesting linkage of these children with welfare schemes such as sponsorship schemes, parvarish yojana, scholarships, mid-day meals, residential schooling, and skill development programs. The project also advocated before the Juvenile Justice Board to incorporate such provisions in its bail orders. Additionally, coordination with local schools ensured re-admission of CICLs into the education system. This holistic support enhances the rehabilitative outcomes of legal aid.
