Study on State Human Rights Commission and District Human Rights Courts

PAIRVI is developing the report on ‘strengthening the role of State Human Rights Commissions as protectors and promoters of human rights’. The report focuses on the functional efficiency, accessibility, effectiveness, credibility and performance of State Human Rights Commissions of Rajasthan, Bihar, Jharkhand and Uttar Pradesh.  As Section 30 of the Protection of Human Rights Act, 1993 enables the state government to constitute a Special Court or specify for each district a Court of Session to be a Human Rights Court for the purpose of providing speedy trial of offences arising out of violation of human rights, the report equally focuses on functioning of District Human Rights Court particularly of state capital. Scoping paper of the study has been developed and a report of Rajasthan Human Rights Commission is under process.

Human Rights
An online consultation with partners of Bihar and Madhya Pradesh working with beedi workers was organized on 23rd August. Lok Vikas Sansthan, Jamui, Jawahar Jyoti Bal Vikas Kendra, Samastipur and Nagrik Adhikar Manch, Jabalpur participated in this meeting. During the meeting issues regarding baseline survey and further engagement with beedi workers have been discussed.

The Consultation was organized by CECOEDECON, PAIRVI & MAUSAM on 6th August. Afsar Jafri (Grain), Nachiket Udupa & Madhulika (Aasha), Rampal Jat (Kisan Mahasangh) and Justice PC Jain (MAUSAM) spoke on challenges and opportunities for small farmers in the digitalization of Agri and efforts of the Ministry of Agriculture towards it. Nature for Food systems is one of the 7 clusters (building blocks to facilitate UNEA theme, Actions for nature to achieve SDGs) organized by the UNEP towards the preparation of the UNEA 5.2, which will take place (virtually/hybrid/in person) in February, 2022. Ajay K Jha, Regional Facilitator is leading the Food Systems Cluster along with Dr. Angela Wright (World Farmers’ Organization) and Wali Haider (Farmers Major Group). A working group has been set up for taking forward the work of this cluster and had several meetings. A draft concept note has been finalized. A global consultation to will be held in middle of September. Preparatory Meetings were held on 18th and 22nd June and 29th July.

We contributed to the climate change and environment part of the Governance Review for 2020-21. PAIRVI/MAUSAM has been helping with governance review of climate change and environment part for many years. Governance review organized by WNTA is a comprehensive review of governance, gaps and concrete recommendations and demands covering economic, social and environmental sectors besides, governance, human rights, and democracy. The Review was released in a widely attended consultation on 26th July.

An impressive number of activities were conducted to respond to the situation and make services available to the partners organizations as well as communities. Most activities were though conducted in Bihar, but organizations from Jharkhand and Madhya Pradesh also benefitted from these activities. The activities included covid stock take by organizing weekly meetings of the Covid Coordination and Response Committee (with members from Bihar, Jharkhand and MP). The meetings also helped to review, plan and implement a number of activities by partner organizations viz. distribution of emergency kits, food kits, medical assistance, education, help with hospitalization and oxygen etc. Covid Volunteers training (2nd, 13th and 21st June, and 9th July trained more than 100 volunteers for community and emergency response including home based treatment, hospitalization support, further training of volunteers…
