Role of Panchayat Elections in Strengthening PRIs

PAIRVI and Chetna Samajik Sanstha collaborated to organize a State Consultation on Strengthening PRIS in the light of the upcoming Panchayat Elections in Bihar at AN Sinha Institute of Social Studies, Patna on 30th September. The Consultation discussed best practices and how Panchayat elections and its functioning can be improved in Bihar. An informal voluntary group Panchayat Chetna comprised of local social workers was formed. This group is led by Chetna Samajik Sanstha and will organized massive awareness campaign for Panchayat election.  The Consultation is witnessed by more than 60 participants across the state. Youth Dialogue on Education, Educational Institutions and Challenges of Hostels

  PAIRVI along with other partners organized an online consultation with teachers, policymakers, youth and students on Education, Educational Institutions and Challenges of Hostels on 28th September. More than 50 participants discussed status of facilities to the youth including poor housing and library facilities. The Dialogue witnessed the presence of Dr. Bharati Mehta, Chairperson, Bihar Sanskrit Siksha Board and Prof. Sanajy Pawan Ex- Union Minister and current MLC, Bihar as distinguished guests. Study on State Human Rights Commission and District Human Rights Courts

PAIRVI is developing the report on ‘strengthening the role of State Human Rights Commissions as protectors and promoters of human rights’. The report focuses on the functional efficiency, accessibility, effectiveness, credibility and performance of State Human Rights Commissions of Rajasthan, Bihar, Jharkhand and Uttar Pradesh.  As Section 30 of the Protection of Human Rights Act, 1993 enables the state government to constitute a Special Court or specify for each district a Court of Session to be a Human Rights Court for the purpose of providing speedy trial of offences arising out of violation of human rights, the report equally focuses on functioning of District Human Rights Court particularly of state capital. Scoping paper of the study has been developed and a report of Rajasthan Human Rights Commission is under process.

An online consultation with partners of Bihar and Madhya Pradesh working with beedi workers was organized on 23rd August. Lok Vikas Sansthan, Jamui, Jawahar Jyoti Bal Vikas Kendra, Samastipur and Nagrik Adhikar Manch, Jabalpur participated in this meeting. During the meeting issues regarding baseline survey and further engagement with beedi workers have been discussed.

We contributed to the climate change and environment part of the Governance Review for 2020-21. PAIRVI/MAUSAM has been helping with governance review of climate change and environment part for many years. Governance review organized by WNTA is a comprehensive review of governance, gaps and concrete recommendations and demands covering economic, social and environmental sectors besides, governance, human rights, and democracy. The Review was released in a widely attended consultation on 26th July.

An impressive number of activities were conducted to respond to the situation and make services available to the partners organizations as well as communities. Most activities were though conducted in Bihar, but organizations from Jharkhand and Madhya Pradesh also benefitted from these activities. The activities included covid stock take by organizing weekly meetings of the Covid Coordination and Response Committee (with members from Bihar, Jharkhand and MP). Efforts of Covid Response Coordination Committee

PAIRVI leads a Covid response coordination committee formed by partners in Bihar and Madhya Pradesh. The campaign was started during April when the situation was extremely bad and people were scared and running in despair. During the period PAIRVI continued to maintain contacts with partners and especially those who were working on covid response. Decision to form a coordination committee was taken on 30th April. Two trainings of volunteers have been organized to engage more than 150 volunteers. Posters, booklets and educational videos have been produced in Hindi on awareness, prevention, counseling, home based care, when to seek medical attention, vaccination and other myths and truths, children and covid etc. A group of doctors are also supporting the committee’s efforts. PIL for urgent release of prisoners in Bihar

PAIRVI is consistently advocating the rights of prisoners. Our partner organization Bandi Adhikar Andolan has filed the PIL in Patna High Court on 12th May 2021(CWJC 10253/2021) demanding immediate release of prisoners. PIL is based on Supreme Court order to decongest the prisons and ensure physical distancing in prison amid COVID-19 Pandemic.  The Matter is still pending the Court.
